The Gloucestershire Community Foundation has a regular programme of grant giving, both from the Foundation’s invested income and from a variety of small trust or special interest funds, such as the High Sheriff’s Fund and the new Windsor Family Trust.
The Windsor Family Trust
This is a new donor-led named fund being offered through the Gloucestershire Community Foundation with effect from October 2010. The programme will support youth development work with young people up to the age of 18 years.
Whilst applications from groups working around Gloucestershire will be considered, the donors are looking to establish a positive working relationship with young people’s organisations in the Dursley and Stroud areas of the county.
Grants of between £250 and £5000 will be available and we aim for a quick response to applications. There will be a degree of flexibility, should a particularly dynamic or innovative project come forward that merits special consideration outside of the standard grant giving.
The programme will be reviewed and adjusted to enhance the opportunities for youth empowerment through this scheme.
We aim to manage this programme flexibly and expeditiously.
Applications may be submitted at any time and will be considered by a dedicated Panel within 4 to 6 weeks. Panel decisions will be ratified by the Foundation’s Grants Committee Trustees.
Any proposed application for more than £5000 – which will be the rare exception – must be discussed first with the Grants Development Manager and such applications will be decided by the GCF Grants Committee at its next available meeting. These will be held in February, June and October 2011 |

Eligibility criteria
Detailed criteria and the assessment process are explained in the Windsor Family Trust “Grant Making Policy and Guidelines 2011’, which should be read before any application is submitted.The following minimal information is extracted from the Guidelines document:
The Community Foundation’s mission is to “help overcome disadvantage in Gloucestershire’ and all applications will need to demonstrate a contribution to this objective.
All projects or activities need to demonstrate:
- a lasting impact for your group members or community.
- outcomes that enhance the personal, social or learning development of young people aged up to18 years.
You will also need to show that:-
You are a registered Charity, Social Enterprise* or a voluntary or community group with a constitution, whose aims contribute to the alleviation of disadvantage in Gloucestershire. Your organisation/group is well managed and has recent, approved, accounts that can be made available to the Foundation. The activity for which you are making the bid is well planned and achievable within your stated timescale. Your grant is primarily for the benefit of Gloucestershire people.
* Social Enterprise is defined by Government as:
“an organisation with primarily social objectives whose surpluses are principally reinvested for that purpose in the business or community, rather than being driven by the need to maximise profits for shareholders and owners.“
Exclusions
The Trustees will not consider bids that are:
- For individuals.
- For organisations whose work focuses on personal needs – eg substance addictions, individual counselling services.
- Grants to local branches of national charities.
- Grants to large local charities (eg those with £500,000 income pa + significant unrestricted reserves).
- General appeals or asking for a contribution to a much larger ‘pot of money’.
- Cannot show any evidence of raising other funds for costly projects or activities.
- Seeking retrospective funding - ie for an activity/work that has taken place before funding is formally approved.
- Major building projects
- For trips abroad
